How to get a scooter license in Taiwan
For an ordinary scooter or motorcycle license (engines up to 250 cc) you take a written test and a road test. This page lists every step in order. Each fact names the motor vehicles office page it comes from and the day we last checked it; those pages are in Chinese.
Session times and check-in rules differ between motor vehicles offices. Before you go, check the notices of the office where you take the test.
Check that you can apply
You can apply from the age of 18; for a large heavy motorcycle the age is 20.
Foreign nationals need proof of permitted stay or residence of 6 months or more, for example an Alien Resident Certificate (ARC).
You cannot take the test while you have unpaid traffic fines, or while a suspension or revocation of your license has not ended.

- Proof of identity: for foreign nationals, the proof of permitted stay or residence of 6 months or more (for example your ARC).
- 3 photos: 1-inch colour photos taken within the last 2 years, glossy, plain background, no hat, face clearly visible.
- The driver's license registration form, which is also the health check form: free at the service counter of a motor vehicles office.
Have the health check
Take the registration form to a public hospital, a health authority, or a hospital or clinic designated by the motor vehicles authority. When you pass, they enter the result on the form.
The health check form stays valid for 1 year.

Before you can book a scooter test you must complete the hazard-perception video exercise: 10 videos, at least 8 answered correctly, and all the explanation videos watched. Only then can you record your result on the MVDIS site and book. The result is valid for 1 year, and within that year you can book directly.
The test is booked online, for a session 3 to 30 days ahead.
If you cannot come, cancel the booking yourself. Not showing up without cancelling blocks you from booking for 15 days the first time, 30 days the second time and 60 days the third time.

If this is your first ordinary motorcycle license, you must finish a 120-minute safety class for first-time applicants before you can register for the test.
People who already hold a light motorcycle license, and people retaking the test after a revocation or cancellation, do not need it.

The written test has 50 multiple-choice questions and the pass mark is 85. Since 30 January 2026 there are no true/false questions, and 15 of the questions (30%) are hazard perception.
The test offers voice support in 10 languages: Mandarin, Taiwanese, Hakka, English, Japanese, Vietnamese, Indonesian, Burmese, Thai and Khmer. Say which one you need when you register.
The Highway Bureau publishes the written-test question bank as PDFs in 8 languages. To try it first, take this site's 50-question practice test.

The pass mark of the road test is 70. The Taipei Motor Vehicles Office lists these items, in this order:
- Riding in a straight line with balance
- Zebra pedestrian crossing
- Intersection
- Two-stage turn
- Changing lanes
- Right-angle turn
- Stop and go
- Railway level crossing
Using the office's test vehicle costs the price of 1 litre of 95 unleaded petrol each time. If you bring your own scooter you do not pay it, but bring its valid vehicle license.

- Registration fee: NT$250, which is NT$125 for the written test and NT$125 for the road test.
- Issuing the license: NT$200.
If you do not pass
After failing the written test or the road test you wait 7 days before you can register again. This applies at every motor vehicles office in Taiwan.
If you paid the full registration fee and failed only one of the two parts, you pay only that part's NT$125 when you retake it within 1 year. A passed written test stays valid for 1 year.
